There are 13 states. Each of these states had different idea of what people rights and laws should be. So a group of men decided to write the constitution so it would be a plan that everyone could agree with and follow to. The fact that they had so many different laws in each state meant confusion for people when they traveled. Also some states couldve had really unfair and wrong laws. By making the constitution everybody followed the same rules no matter where they went. They needed to follow these rule because they were written already if they didn't then they would disobey the law.
